Q:

If my Virginia license is suspended, can I drive in other states?

A:

No.  If you have a license to drive issued by Virginia, your ability to drive in other states is a privilege based upon those other states honoring the Virginia license.  If your Virginia license has been suspended, there is nothing for other states to honor, so you are prohibited from driving anywhere - unless you obtain a license to drive from some other state.
