Mark Wager, a 46-years-old Utah man, stopped his car on the side of the road "sensing something was wrong". When he was approached by police he declined medical attention as well as field sobriety tests. Wager was subsequently arrested, charged with DUI, and transported to the hospital for a blood draw. The hospital staff would not release Wager to the officers and later flew him to the University of Utah Medical Center for several weeks of treatment from what was determined to be a stroke. Wager was left with a ‘useless' left arm. He has filed a complaint but is not seeking monetary damages.
