No. If your license to drive was issued by Virginia, your ability to drive in other states is a privilege based upon those other states honoring the Virginia license. The other states allow you to drive within their borders to whatever extent your Virginia license allows. If your Virginia license has been suspended, there is nothing for other states to honor, so you are prohibited from driving anywhere - unless you obtain a license to drive from some other state.
